How we picked them

Each place had to pass two tests. Then we added a third piece of information that most beach lists leave out.

1. Everyday prices below the U.S.

We used the World Bank's price level for household spending, with the U.S. set at 100. A 50 means everyday spending (groceries, services, transportation, rent) runs about half the U.S. level.

It's a country-wide number, and it doesn't measure the cost of buying a home. If you're selling a house in the States and buying with cash, everyday prices will matter most to your monthly budget. If you plan to rent, rent is already part of the number.

2. A public beach within about 30 minutes

We measured the drive from each town's center to the nearest public sea or ocean beach, without traffic, using open-source mapping. River, lake and boat-only beaches didn't count.

3. How warm the water gets, and for how long

"Beach" means different things to different people. Some want bathwater-warm swims all year. Others are happy with a summer swim and long beach walks the rest of the year. So for every place, we show how many months the sea averages 75°F or warmer and the sea temperature in the warmest month. These come from the UK Met Office's long-term sea temperature record (1991–2020 average). It's an offshore average, so the shallow water near shore usually runs a little warmer in summer.

Pick your kind of beach

  • Warm water all year: the Caribbean, Mexico's Caribbean coast, Puerto Vallarta and Puerto Escondido, Belize, Costa Rica, Panama, most of Southeast Asia, Sri Lanka, Goa and Fiji. The sea stays 75°F or warmer every month.
  • Warmest water in Europe: Paphos, Cyprus (five months at 75°F+) and Malta (four). Most of the Mediterranean gets about three, roughly July through September.
  • Cool-water coasts: Lisbon, Porto, Cape Town and Viña del Mar. Great for beach walks, surfing and seafood, with swimming more of a summer treat.

Many warm-water spots are in hurricane or typhoon country, as tropical coasts usually are. It's worth asking about insurance and building standards when you visit.

Close calls and "why not here?"

  • Rome and Mérida: both are just outside our 30-minute line to the beaches at Ostia and Progreso.
  • Tokyo: Odaiba Beach is close to the center, but swimming isn't allowed there. The nearest swimming beaches are about an hour away.
  • Nassau: everyday prices in the Bahamas run above the U.S.
  • Aruba, Curaçao, Grand Cayman and Barbados: the World Bank doesn't publish a price level for them, so we couldn't compare them on the same scale.
